What it owns
Build-time infrastructure kit: each OS or app is one manifest over a common component catalog. Also owns the shared cross-platform target axis schema that any kit with more than one build target selects against, instead of inventing its own per-kit target list.
What it will not do
- Board bring-up or device drivers (Platform Kit / Device Kit concern)
